BUG: Sidebar highlighting doesn't work correctly when scrolling

When scrolling down the homepage, analyze page, or compare page, the sidebar should highlight each section as you pass it.  However, right now it behaves sporadically.  It seems to highlight each section exactly once, and even then, only when scrolling down.
